　　两年后的2009年末，农行的不良贷款率已下降至2.91%，涉农贷款不良率为4%，比当年初下降2.17个百分点。

　　2007年7月，项俊波以央行副行长空降至农行担任党委书记兼行长，被认为是再三权衡的选择。
　　1999年，群众举报天津蓟县国税局在税收征管工作中存在严重问题。作为京津冀特派办事处的主要负责人，项俊波带领工作小组进驻蓟县。一场惊心动魄的审计与反审计的战斗打响。

　　此前，正当农行上市工作如火如荼进行之际，一位接近项俊波的人士称：“从他的经历来看，项俊波拥有成为顶尖银行家所应该拥有的品质，即谨慎与大胆改革的精神兼具，这在当前这种特殊时期显得尤为重要。”

　　事实上，在进入央行的一年间，项俊波已经开始逐步推进风险控制的落实。2005年4月26日，在第一届中国金融改革高层论坛上,doudoune moncler，项俊波曾尖锐地指出，中国金融存在着比较突出的三类金融风险：信用风险,abecrombie and fitch，操作风险，跨行业、跨市场风险。而这些问题很大程度上与法律制度的缺失或不谐调有关。因此，他认为，现阶段金融立法工作的重点，要放在推动金融市场基础设施建设、规范金融创新法律关系、提高金融监督管理的谐调性和有效性，以及充分利用市场自律监管上来。
　　尽管后来的职业方向和文学创作渐行渐远，项俊波却从未放弃对文学的兴趣。在北京求学、工作期间，他与在京的一帮四川籍文学创作者交往颇密，经常在一起切磋文学。据他的一位同乡文友的介绍，在当时的四川文学界里，项俊波写诗、写小说都已是小有名气。


　　作为“查账”出身的官员，风险控制是项俊波的专长。他对金融风险的关注由来已久，并且试图从制度上解决。在解决这些问题时，他更倾向于从法律途径出发解决，而非简单的“头痛医头，脚痛医脚”。

　　项俊波的题材涉猎极广，一般都取材于川东的风土人情和个人的经历，创作过电影《远山》、武侠剧《紫剑传奇》等。其中最出色的是与审计有关的反腐影视剧，早在1986年到1987年，项俊波创作过国内第一部反映审计工作的多集电视剧《人民不会忘记》。该剧由田壮壮执导,moncler pas cher，李雪健出演，项俊波本人担任制片和编剧。

　　metallica目前名下拥有的矿产资源为：nornico镍钴矿项目100%所有权，共包含3个主要矿山，项目控制储量1090万吨，品位0.89%；探明储量2555万吨,beats by dre，品位0.67%；推断储量为318万吨，品位0.65%，总计镍金属含量约为28.19万吨,doudoune moncler。其二是luckybreak镍项目100%所有权，镍资源量为102万吨，metallica享受60%收益。此外还拥有metrocoallimited84%所有权，以及capealuminaltd.32%所有权。前者持有7个矿区勘探权，勘查面积4000平方公里。后者则于今年1月在澳大利亚证券交易所上市。

　　2009年12月肖昀找到原北京某科技发展公司负责人杨宇(化名)。杨宇说，2006年春节前后，北京某科技发展公司因经营不善所有员工全解散了，之后就不再以该公司签订任何协议，同时公司也没收到肖昀的任何汇款。2009年11月，该公司被工商局注销。

　　2008年6月李民有经罗新介绍认识肖昀。因肖昀经营的某养身会馆刚开业，需要美容产品，李民有便以北京某科技发展公司销售经理的名义向肖昀推荐某美容产品美容产品，并以该公司名义与肖昀签订了加盟合约书，约定首批一次性进2万元货，首付定金2千元，肖昀以全国统一零售价的3.5折作为加盟店进货价。

　　肖昀越想越不对劲，是不是上当受骗了呢？肖昀决定去北京查个明白。



　　据杨宇讲，李民有和罗新于2005年底到北京某科技发展公司，罗新任业务员，李民有任业务经理，先后干了5个来月，后来看看没什么效益，便于2006年3月辞退了两人。后来，罗新向杨宇提出要做张家口的代理商，请杨宇关照，杨宇出于同情按全国最低内部折扣率供货，但罗新干了半年就不怎么走货了。后来李民有也找到杨宇希望折扣供货，但只进了一批价值3千多元的货，之后就一直没有进货。


　　收到某美容产品代理费后，李民有和罗新将5万元一人2.5万元均分。其余6万元给了广州某美容仪器设备公司5千元,polo ralph lauren，制板费1.5万元，其余2万元一人2万元又装入了个人腰包。

　　广州某美容仪器设备公司在北京美博城设有销售点，李民有在销售点上见到了这个产品。他记得肖昀和他提起过想进此类产品，何不在这上面做点文章呢？

　　2010年12月14日桥东警方开始对李民有和罗新上网追逃。在北京警方的配合下，桥东经侦大队民警很快掌握了李民有的行踪。2010年12月21日，桥东经侦大队副大队长孙有军和中队长卢春茂等人赶到北京，伺机抓捕李民有。然而，李民有并未在家。尽快让李民有现身,louboutin，当天他们以做生意为由将李民有调出，然后在一家咖啡馆将其抓获。


　　据李民有讲，他一共从了广州某美容仪器设备公司提出了3台生物电仪器，给了肖昀两台，给了宣化一家美容院1台。而肖昀实际上只收到过一台生物电仪器。
　　对此,beats by dre，李民有的解释是，认为是卖北京某科技发展公司的产品，就可以用该公司的名义签合同。实际上，李民有和肖昀所签合同上留下的地址、电话都不对。因为他们早就不是这家公司的员工，这家公司也没有委托他们与肖昀签订合同。
　　一晃到了2008年6月，当时李民有早已离开北京某科技发展公司，当然也不是该公司的销售经理了,abercrombie and fitch。但是，2008年6月李民有仍以北京某科技发展公司销售经理的名义出现在张家口某养身会馆老板肖昀(化名)的面前。
　　之后，肖昀要求调换化妆品，李民有便以重重借口推脱，不予调换，后来连电话也不接了,louis vuitton pas cher。



　　2008年7月23日，李民又以某某公司的名义与广州某美容仪器设备公司签订了代理合约书，内容是在河北经销广州某美容仪器设备公司的生物电仪器。双发约定首批一次性进货50台，单价1200元，累计进100台，每台返25元，累计进货不少于50台，合同有效期从2008年7月23日到2009年7月23日。甲方为广州某美容仪器设备公司，乙方是某某公司。李民有签字。

　　代办“总代理'



　　另1.8万元肖昀通过银行转账回到了罗新提供的一个农行账户上。其中1万元用于购买北京某科技发展公司的某美容产品美容产品，剩下的1万元李民有和罗新一人分了5千元。第一次，李民有从北京某科技发展公司进了4千元的货，现金付款。该批货通过物流发给了肖昀。第二次，罗新从该公司进了3千多元的货，提供给了肖昀。第三次，李民有进了1千元的货，由李民有提供给了肖昀。进货后和肖昀说进了1.6万元的货，剩下的4千元等肖昀进货时再算。
　　据李民有交代，为了搞到钱，李民有和罗新决定两人合伙行骗。两人约定，费用平摊，利润平分。李民有还提到，每次商量时，李民有让罗新到时候在合同上签字，但每次签约时都是李民有签，罗新不签。李民有认为罗新比他聪明，不签字是怕担责任。


　　李民有(化名)出生于黑龙江，父亲是一名普通的林场工人。李民有曾于1991年到1995年期间在一林业中专读书，毕业后到北京等地打工。2005年底至2006年3月期间，李民有在北京某科技发展公司任销售经理。罗新(化名)是李民有在北京某科技发展公司的同事，2006年3月前后两人均被被北京某科技发展公司辞退。
　　空白加盟合约书罗新提供给李民有的，上面盖有北京某科技发展公司的公章，一共两份。此外，罗新还给了李民有两份盖有北京某科技发展公司公章的空白代理合约书。李民有就是用罗新提供给他的空白代理合约书与肖昀钱了合同。
　　招商会闹剧
　　此外，李民有还说与肖昀一起做广州某生物电仪器总代理，由他出面商谈代理事宜。李明有以某某公司的名义和肖昀签订一份合作协议：某美容产品代理权5万元，生物电仪器30台，每台1500元，50台每台1200元。签约后肖昀向罗新提供的账户上汇款5万元。几天后，又向罗新提供的另一个建行账户上汇款6万元,ralph lauren，作为购买50台生物电仪器的货款。
　　2010年1月，杨宇给肖昀写了一份证明材料，以及2008年6月李民有的一份进货账单的传真。
　　被公司辞退后，两名前“员工”仍私自以该公司的名义与客户签约，并先后骗取某美容机构人民币15万元。日前，涉嫌诈骗的犯罪嫌疑人已被桥东警方抓获。
　　2010年9月6日，肖昀在桥东公安分局刑警大队报案，警方调查发现李民有和肖昀签订的代理代理合约书和该公司原来签订的合约书无论格式、电话、地址及用纸上都不一样，和肖昀以某某公司的名义和签订的合作协议的某某公司经查并不存在，重重迹象和证据证实李民有和罗新涉嫌诈骗，且数额不小。

　　2008年7月初，李民有给肖昀打来电话，让她去北京找他商谈合作某美容产品美容产品张家口总代理和合作作生物电仪器张家口的代理权。7月下旬肖昀去了北京,abercrombie，与李民有在一家咖啡馆座谈。李民有说要做某美容产品美容产品张家口总代理需由他出面，以他的名义签合同,casque beats，才能拿下这个代理权，总代理费用为5万元。拿下总代理后,louboutin pas cher，两人一起来张家口地区做某美容产品和该美容产品的销售市场。
